How road work is measured, billed and certified on projects in Pakistan, layer by layer from earthwork to the final wearing course.
Every road project is measured against its own bill of quantities, specification and conditions of contract. The rules that decide what is measured, in what unit, and at what rate come from three places:
If any of the three are missing or unclear at tender stage, that is the moment to ask, not after the work is cast.
A flexible pavement in Pakistan is usually built in layers. From the ground up: subgrade (prepared soil), sub-base (aggregate), base (aggregate or crushed stone), bituminous base or binder course, and a wearing course. Each layer is measured and billed as its own bill item.
Understanding the layer sequence matters because one layer hides the next. A measurement dispute on a road is usually a dispute about which layer was measured and where its boundary falls.

Units and method of measurement vary by contract and specification. Always measure by the method stated in the specification, not by habit.
Earthwork is the item most often disputed on road projects. Volume between two cross-sections is calculated by the average end area method:
Volume = (Area of section A + Area of section B) / 2 x distance between A and B
Cross-sections are taken at regular chainages and at every change in ground slope. The engineer and contractor should agree the sections before excavation, because it is very hard to re-measure a cut once the material is gone. This is a classic case where site records decide the bill.
At each interim period the contractor submits a running bill listing the items worked, their measured quantities and the contract rates. The engineer checks the quantities on site, verifies the work meets specification, and certifies an Interim Payment Certificate. The process is the same as for buildings, described in the contractor billing & IPC service and the running bill template.
If changed conditions, client instructions or redesign add cost or time, the contractor claims under the contract. The evidence is the same everywhere: notices on time, agreed cross-sections, programme updates, daily records and measurement sheets.
