How Struc-Arch assessed and certified 1,588 school structures across Punjab - the problem, the method, the result and the lessons.

Engineering problem

The problem

Public schools in Punjab operate thousands of buildings of different ages, materials and construction quality. Some are decades old, many were built without formal engineering records, and all of them shelter children every working day. The province needs each school building assessed and certified fit for use - structurally sound and hygienically acceptable - and the volume is enormous.

Struc-Arch delivered structural designs, assessments and fitness certifications across this public school network - 1,588 structures certified within the first half of a single year, coordinated through the Gujranwala DEA works ledger for the public sector.

Methodology

How we approached it

Prioritized intake

School buildings triaged by age, condition and reported issues so the highest-risk structures were assessed first.

Structural assessment

On-site inspection of foundations, walls, columns, slabs and roofs - cracking, corrosion, settlement, and load-path condition recorded per block.

Hygienic fitness

Water, sanitation and ventilation checked alongside structure, because a building that is structurally sound still needs to be safe and fit for children.

Standardized records

One consistent assessment format per building - findings, photographs where permitted, and a clear fit/conditional/not-fit conclusion.

SIS application support

Support for the School Information System applications that formalize each school's certification status in the public record.

Remedial recommendations

Where a block did not pass, clear engineering recommendations - strengthening, repairs or replacement - so the school could plan the fix.

Technical outcome

What was delivered

1,588 school structures assessed and certified across Punjab in a six-month window, each with a standardized record and a clear fitness conclusion. Schools with sound buildings received their certification and continued operations; schools with defects received the engineering guidance to fix them. The programme delivered at scale without sacrificing the discipline of a proper per-building assessment.

Lessons learned

What this programme taught us

Scale needs a standard, not improvisation

When you assess hundreds of buildings, a consistent format is everything. The same check, the same record, the same conclusion logic - on every building.

Triaging is an engineering task

Age alone does not decide risk. A poor-quality recent block can be riskier than an old well-built one. Structurally-informed triage directs effort where it matters.

Structure and hygiene travel together

A fitness certification is about the whole environment children use. A structurally sound building with unsafe water or sanitation is still not fit for use.

Records protect schools and engineers

A dated, signed, consistent record is the professional protection for everyone. It says exactly what was checked, what was found, and what was recommended.
