Case Study: Gujranwala - Hafizabad Road Dualization

How a 74.15 km inter-district corridor was dualized - the engineering problem, the method, the technical result and what we learned.

Engineering problem

The problem

The Gujranwala - Hafizabad road is an inter-district artery carrying agricultural produce, commuter traffic and freight between two of Punjab's busiest districts. The existing single carriageway was heavily loaded, which pushed the pavement beyond its design life and created bottlenecks, slow journeys and a rising maintenance burden.

The task was to dualize 74.15 km of corridor - widen and reconstruct to a dual carriageway, with the quantities, BOQ and construction planning done rigorously enough to keep the project controllable and fundable.

Methodology

How we approached it

Corridor survey

Chainage-wise survey of the existing alignment, pavement condition and drainage, plus the land available for widening.

Design

Dual carriageway geometry and a pavement design suited to the observed loading, with earthwork balanced along the route.

Quantities and BOQ

Measured quantities for every item - earthwork, sub-base and base, bituminous courses, drainage, culverts and furniture - built into a clear BOQ.

Construction planning

Programmed works so the route stayed open for local communities while each carriageway was built in stages.

Cost control

Estimates and rate analysis for each item, with tracking so actual expenditure stayed aligned to the BOQ.

Documentation

Drawings, quantities, records and progress reporting maintained from start to handover.

Technical outcome

What was delivered

74.15 km of dual carriageway between Gujranwala and Hafizabad, delivered with design, measured quantities, BOQ and construction planning. The dual carriageway separated opposing flows on a corridor that carries daily commuter and agricultural traffic, and the project left behind the full set of records a public sector project needs - from estimates to final measurements.

Lessons learned

What this project taught us

The BOQ is the contract backbone

On inter-district roads the BOQ is what the whole payment chain hangs on. Quantities measured correctly up front prevent disputes at running bill and final bill stage.

Reconstruction needs a proper pavement design

Widening over an existing failed pavement is not a simple overlay. Each section needs its own condition-based design, otherwise the dual carriageway inherits the old road's faults.

Local access cannot be ignored

Farm tracks, villages and junction points sit along the whole route. Design and staging must respect them or the community pays the price in detours and access loss.

Inter-district roads are about reliability

The measure of success is dependable journey times for people who use the road daily. That is decided by drainage, pavement quality and disciplined staging.
